Is my X-box 360 controller functioning with my PC Properly.

Hello, I'm just asking a question to ensure that my Xbox 360 wired controller for my PC is fully functional. It seems so as it works properly with every game that I use it with, but there is an odd behavior that I just want to check on to make sure that my system or controller don't have any defects. I notice that after my computer starts the light on my Xbox controller is not on. It remains off until I start a game. Any game even if it doesn't use a controller such as a turn based strategy game. After I exit a game the light on the controller remains on and stays on until I shut the computer down. Is this normal behavior for a wired XBox 360 controller on the PC, based on other users here experience?
