No. You need a good quality 1000W PSU for a PC with 2 x R9 290's in it. Or 650W for one.

According to RealHardTech you need 1000W. And 650W for just one R9 290. This is for the whole PC. Not just the graphics cards.

550w is the minimum for a single 290 it's definitely not going to run 2.

290 CFX requires a good 850W PSU.
