Is Net neutrality essentially IPV6 vs IPV4 without the technicalities ?

Solution
No. IPV6 is a technical standard that allows more computer devices access to the internet, with unique addresses, compared to IPV4.

Net neutrality is the concept that all network traffic should be treated the same by network intermediaries. IE your netflix stream shouldn't be slowed down because your ISP doesn't want you using netflix and would like you to use their proprietary streaming service.

Solution
It is more complex, but that is a good high level look at it. And that is only one example of ways current US policy allow ISPs and other service providers to manipulate the market.

If you want to learn more look up:

Telecommunications act of 1996
Title I vs Title II
Common Carrier
Zero rating
Internet Fast Lanes

The first two are more about the fundamental definition of what an ISP is and is allowed to do. The last two are methods that are right now legal for ISPs to implement, though the FTC could overturn such things as they are now basically in charge of that per the recent legislation.

The subject gets even more complicated as you dig into it, including down to physical infrastructure where start up ISPs are denied access to utility poles.
