Question Is now the best time to buy games from Steam?

They are on sale but could we get better pricings other time of the year?

Besides some new games, I am also interested in a game called Tatsujin. It is 30% off at about $8 but to buy it, one has to buy something called Game Tengoku CruisinMix Special which is about $20. Is this a way to make people to pay more?

The best time to buy a game is when it exists, you want to play it, and you have the money to buy it.

There is no 'best time'.
