Is ny I5 4460 bottlenecking my GTX 980 ti in GTA V?

Hello everyone, I am just looking for some clarification on whether my I5 4460 is holding back my GPU! I am playing at max settings and 1440p on a Dell G-sync monitor which is brilliant, but, my GPU usage only stays around 50%-60% which yields only around 50ish FPS (My Ti is capable of more if at full utilization). Problem is, my CPU usage is always around the 90% mark in the city of Los Santos and skyrockets to 100% whenever I enter a place filled with people and traffic. The only time that I get 90% GPU usage or higher is when I'm near the countryside or in the dessert, leading me to believe that my CPU cannot keep up when the game turns CPU intensive. This is so frustrating as not only am I not getting the full utilization out of this brilliant GPU, but, the benefits of G-sync go out of the window at times as I might be at 60 FPS one minute, then I might encounter a very steep drop down to around the low 30s, as my GPU usage falls dramatically which can be perceived as stuttering (which it's not because G-sync is great and has made my other games really smooth)

I hope someone can help me with this issue. An i7 4770k or 4790k perhaps? It has to be a bottleneck surely!!!!

It certainly sounds like a CPU bottleneck, and GTA V is optimised to use multiple threads. Is the 100% CPU usage on one thread or all of them?

The 4790K is a refreshed version of the 4770K and there are no differences worth mentioning. Opting for a K series CPU only makes sense if you have a motherboard with a Z-based chipset, otherwise you won't be able to overclock. If overclocking isn't your thing, consider a Xeon E3-1230 V3 instead.
The fact that your i5 is a old 4th gen, plus paired with one of the most powerful GPUs in the Market.

Ofcourse its going to bottleneck it, suggesting you to upgrade to that i7 4790k to remove that huge bottleneck, however, it is still going to bottleneck the GPU by about 20%, unless you overclock the CPU, it wont bottleneck it by that much.

Best bet is to buy a 6th gen i7 processor if you do not know what you are doing with the overclocking.

Solution
If your CPU is maxing out while you are playing, then that would be a certain indicator that you do require an upgrade from that i5.
Either of those i7's will be a suitable replacement, but something cheaper, perhaps, might be the i5-4690K, which you can then overclock.

Honestly the problem is GTA v not your CPU/GPU combo.
There are certain settings refarding draw distances & grass quality on GTA that will cripple any CPU/GPU combination currently available.

Don't just max everything , set to high & then folliw this optimisation guide to maximise quality while keeping acceptable performance
