So my apartment has an awful wall outlet layout that doesn't allow me to direct my AVR to my CPU. This AVR is rated 1.000wa and the surge protector is an Akari 3+2 gang cord. Is this actually safe or am I making a mistake?
You're advised to work with a wall outlet that has proper grounding. From my search, that power strip is not grounded and no, what you have is not a surge protector. What you have is an extension cord.

I see. I guess everything looks fine now. I have my extension cord (which was marketed as a surge protector) plugged into an AVR. So far, I've no problems running it for now.
