What gpu model do you have? What program are you using to control fan speed and overclock? What model psu do you have?
Being able to overclock can also simply not be possible on some units, luck of the draw sadly.

Your temps are fine. The cpu will protect itself, if temps get too high it will slow down.

Cpu lifespan is easily over 20years, you'd have to have very high, unsafe voltages to put any kind of dent in lower lifespan.

Just because you overclock doesn't mean you have to raise voltages. Stock speed on my cpus is 3.8/3.9GHz. Stock voltage is 1.2v+. Currently they run at 4.3/4.6GHz at 1.108v and 1.119v.

Overclock is all about highest speeds and lowest voltages meaning lowest temps and still be stable, you only need enough voltage to keep stable.

I'd suggest you start doing a LOT of research into OC, it's benefits and drawbacks, how-to, do and do not etc. Actual research, OC done by knowledgeable ppl, not beginners.
