Is Overwatch badly optimized for AMD or is my new PC throttling?

Hey guys,
so i built recently my new pc and have this performance issue with Overwatch.
everytime i start up the game i have like 140 fps and my gpu is @ 55-65°C in menus and in queue. but when i go ingame my fps drops down to 20-70 fps but the temp stays at 65°C. its really inconsistent and i also should have more fps with my new rig. Btw. I'm only playing on High settings and get pretty much the same result when i play in ultra and epic.
Vsync is off
Triple buffering is off
AA is set to 2x
RAM usage is 780 MB on High, 860 MB on Ultra and 1 GB on Epic
CPU-Load is at 30-40%
GIGABYTE Z170 k3 gaming eu
i5 7600k @ factory clock
Sapphire RX480 8GB Nitro OC+ @ factory clock
Enermax Liqmax 240 (CPU- Cooler)
Transcend 256GB SSD
be quiet! Pure Power 9 500W
Win10 Proffesional 64-bit

In the beginning i had a small OC going, but went back to factory settings bc i thought my PSU was throttling but that wasnt the case.
I also uninstalled my GPU driver via DDU and reinstalled the latest driver.
i checked all my power connections and checked the PCIe for any errors.
i made a CPU stress test to check if its intact and under full load temps arent surpassing 50°C.
In Wattman i pushed the Power Limit to +50%.
I also have the latest mobo update bc of my cpu so that shouldnt be a problem either.
i checked my fps in other games and i get in LoL for example 150+fps with AA on, max settings and vsync on.
before buying the card i checked benchmarks like:

Could it be a heat throttling inside my case? i have the 240mm radiator in the front pulling air inside. 2 fans on the top-side pushing out and 1 exhaust fan in the back.
the only thing i didnt reinstall was win10 and thats probably my last option.

What else could cause performance problems or rather i should ask:

update for people having the same problem:
updated my AMD driver which came out, after For Honor release (it's 17.1.2 or something) and also loaded the new patch for overwatch (orisa) and now i'm having on medium settings 150fps+. so i'm not sure which one did the trick but it works now. i'm also at base clocks except for my CPU which runs at 4,4ghz.
also i didnt reinstalled win10
i did some benchmarking on 3DM like firestrike and time spy and compared the scores to similar builds and i had the same score. so i'm pretty sure Blizzard messed up something


already done. i also downloaded custom Settings.cfg's to improve performance but didnt help at all.
 
Have you tried turning off dynamic reflections? Its a killer for most any video card. Its were I would start as it doesn't impact graphics much at all. Could be your seeing the drops due to areas with lots of reflections. The link shows it improves performance by about 30fps while all the others are negligible.

Tried it now. i get with settings on middle and dynmaic reflections off 60-70fps in practice range. kinda improved. but thats not the performance that card should have or am i mistaken?

 
Your CPU Load is at 30-40% suggests the game is only using 2 cores. You could overclock now and see if it helps. Some of the settings are dependant on your CPU. Those benchmarks are from an i7 at 4.5Ghz which is 700Mhz faster plus a clean fresh install of windows 10. Also you cant expect benchmark performance in every part of the game. Game play adds people as well as connection plus new item/areas.
 


well i'm not expecting benchmark performance on my pc but somewhat similar results. im playing on mid settings with no vsync no aa on unsteady 50fps.... thats not what the card is supposed to do. i also went to the amd subreddit and there are people playing 1440p @ 144fps with little bit of OC. i cant even get 144fps on 1080p

i'll try the cpu oc and see if it'll improve anything^^
