Is PCI-E 3.0 backwards compatible with PCI-E 2.0?

My Zotac GTX 970 4gb just came in today (upgrading from an HD 7850 2gb). However, i noticed that it was PCI-E 3.0 while my motherboard is only PCI-E 2.0. My question is if the 3.0 version is backwards compatible with the 2.0 version without any performance decrease OR bottlenecking? I've looked it up a few times before getting it but the people saying either "yes" or "no" were 50/50.

I bought this card to play games like Far Cry 4, Crysis 3, Tomb raider, and most next-gen games including Shadow of Mordor along with the FX-8350 (upgrading from an FX-6300).

In case it helps, my motherboard is an MSI 970A-G46 (BIOS version 2.4) and i'm using a Cooler Master Hyper 212+ which will all be powered by an XFX 550 Watt PSU 80+ Bronze (upgraded from an Ultra 650w PSU).
