IS PCI v1.0 and V1.1 are same... ?

Well I Have to buy an ext. grap card PCIe X16 slots one... i have pcie v1.x what does it mean..?
and I Have Asrock 945gcm-s motherboard it will be kind of u if plz decide me some of the 1gb graphic cards under 2000 rs. for my motherboard...

wow .. your budget is really low for a graphics card .. the pci e version is really unimportant since the card will work in any given pci e version slot .. for example pci e 1.x card will work in a pci e 3.0 slot and a pci e 3.0 card will also work in a pcie 1.x slot simply because pci e is backwards and forwards compatible with each other .. honestly the budget you have is far too low to suggest a new strong card so if you dont mind buying a used card you can get a used radeon 4850 or 4870 for around that price on ebay .. if you want a new unused card then you are gonna have to go with the gt 210 as it is probably one of the only cards that cheap .. bare in mind though its hardly a upgrade over onboard graphics so you wont be playing...
