Is ping / latency greatly affected by internet eavesdropping / snooping technologies ?

i say so cause if you pay close attention you see in canada too the latency is not great ! it seems to be only good in USA and european countries , and i doubt if there's anything wrong with the canadian infrastructure

If you are being eaves dropped on it would add at most 1ms of latency. And if you think the US and the EU aren't listening to traffic than you have alot to learn

i know the US wiretapps the undersea fiber optics cables and that they have technologies to easily reverse the 128 bit and 256 bite encryptions , but that's where my knowledge ends , do you know something i can find useful ?
