Is possible to turn on PC without CPU and memories?

Guys, I know that this question sounds a little stupid, but, let's go.

I'm building a new gaming rig and today I started to build it up. I have all the componets, except CPU and memories (I hope they will arive next weekend).

For curiosity I tried to power it on and for my surprise, nothing happened.
I double cheked all the connections and everthing is in order.

When I plug the energy cable into the PSU, in the motherboard imediatally lights up a red led near Panel Connections, the ROG logo and that sound chip red line starts to blink in a breathing stile.

In the front pannel of the case, Power and Reset have no effect at all.
The PSU don't start the fan and its leds. The case fans and water cooler fans also don't start to spin.
The PSU is not the problem 'cause I was using it with my old rig and when I jump the green and black wires on the 24-pin connector, it turns on.

I also tried to power it on directly from the Front Pannel pins and nothing happened too.

Is this scenario a lack of CPU and memories or should I start to worry about a faulty motherboard?

CPU: Intel Core i7 8700k (on the way)
Memories: 16GB DDR4 3000Mhz Corsiard Led (on the way)
Motherboard: ASUS Strix Z370H ROG
GPU: MSI GTX 1070 Ti
WaterCooler: DeepCool Captain EX 240
PSU: Corsair GS800
Stogae: SSD 480GB SanDisk Plus / HDD 2TB Seagate
Case: PCYes Spirit (3 RGB fans included)
Case fans: 2x PCYes Fury F5

 
Solution
You need the CPU and RAM to power on the PC, otherwise it won't be able to do anything. The components might be getting powered, but without the CPU to run code on, nothing more will happen.

I have the speaker hooked up in the motherboard and it doesn't beep
