Is Powercolor a reliable GPu brand?

Sapphire is too expensive for me so I was looking for a r9 290x that is good. The cheapest one is the Powercolor. The only other brands cheap enough are the HIS and Gigabyte.

Gigabyte has the biggest reputation out of the brands mentioned, saying that, Powercolour are good in my experience and the PCS+ cooler (if that's the model you're looking at) is really good.
