i m using dell inspirion 3647 (i3-4th) gen and i want to upgrade it to i5 -6th gen ,is it possible.

you cannot upgrade form a 4th generation CPU to a 6th/7th Gen without changing the motherboard and the ram as well. and in your case more than likely the power supply as well.

things you can get though....
CPU: I7-4770 or I7-4790 about 250-300$ and would be very good cpu for gaming.
Ram: 16GB RAM in the format of 2x8gb DDR3-1600 NON ECC
Video card: slim or mini GTX 1050ti but would have to check what power your power supply has.

Not with your current motherboard. The 4th-gen Haswell CPUs are plugged in on a LGA 1150 socket motherboard; the 6th-gen Skylake and 7th-gen Kaby Lake CPUs are plugged in on a LGA 1151 socket motherboard. Your i5 6th gen won't physically fit your current motherboard.
