Question Is PSU causing the following errors?

There are three scenarios when my PC blacks out.
  1. Directly after Windows boot after entering my password in.
  2. During medium load (least frequent).
  3. After loading up a game.
During the "blackout" both of my monitors lose connection and my keyboard and mouse stops working. It's like sleep mode, but the PC is still running.

PC Specs:
  • Ryzen 5 1600 OC @ 4.1GHz @ 1.35V with CRYORIG H7 Cooler
  • GTX 1070 8 GB
  • MSI B350 Tomahawk
  • RAM: Ripjaws V @ 3200MHz
  • PSU: Seasonic PRIME ULTRA GOLD 650W
  • SDD 250gb (WD BLUE) and HDD 1 TB (WD BLACK)
  • OS: Win 10 Pro 64-bit
Temperatures are fine. I've made sure all the cables are connected all the way in and that all the hardware is connected correctly. I'm running the newest GPU drivers, also tried resetting them. Also updated BIOS and tried running without OC.
Before the complete blackouts were the main problem, task manager used to monitor a random 100% GPU spike before the game crashed. Now it's Windows that's crashing, not the game.

I'm thinking about getting a new PSU. Any recommendations?

Seasonic Prime has known issues but as far as I know not with a GTX 1070.

Have you tested with different video cables?

What Windows version is the system running?

I have not, unfortunatly I don't have other video cables.
I'm running Windows 10 Pro 64-bit.

Do you think it's an GPU error?
