Yes, it's safe. What the users are selling are keys, not the software and the Subreddit specifically labels the verified sellers who have been confirmed to be legit. There's no way you can get "malware" as you'd be downloading the Windows ISO straight from Microsoft.
I can't imagine it's legal in any sense of the word. They're basically selling license keys without the developer's knowledge. As such these "licenses" will not be legal or valid, and they can lead to viruses or far worse consequences.
Good point - many of the downloads will probably be full of malware, whether or not the keys are legal.
Yeah even downloading freeware off Reddit can be full of Malware. I downloaded a ISO burning program that installed some malware that disabled my drivers, then took me to a link that said I had 68 errors and that I needed to pay some shady website to fix them. Needless to say I dumped the malware and uninstalled the offending program.
