is r9 270x sapphire vapor x oc with boost is good enough in this price range ?

Yes, it is a good card in that price range. though you can get R9 280 in Dual-X version of Sapphire in almost the same price range with spending of few more bucks.

If you can, go with the R9 280 which is slightly better than the R9 270X and has 1GB extra VRAM which can be very useful. If it didn't release half a year later than the R9 270X i'd have gotten the R9 280.
