Hi. I'm from Turkey. I've found an clean Asus R9 280X DirectCU II TOP model GPU and it has full box content. I've heard it performs better than GTX 1050 Ti. I've found RX 570-470 but these GPUs used for mining so i don't want to buy one. R9 280X will be enough for me. I'll use that GPU for gaming and photoshop at 1280X1024 resolution. Is it worth the buy in 2019?

Caveats:
  1. They're huge! Check to ensure it fits without issue.
  2. Power hungry! - probably twice so compared to 1050ti, that said, your PSU will be good enough.
I can't say whether its worth it or not, you didn't list any price, nor say how much you are able to spend; besides, that's a subjective and personal question, that only really you can answer.
