Is RAM Causing me to Lag?

I've been having lag issues ever since I built my gaming PC around a year ago, I've replaced my GPU, CPU, Power Supply, Motherboard, and my Drives. The only thing I haven't replaced is my RAM, and I still lag on most games. When I fire up GTA V I usually get about 5.7gb usage. I've also been getting some weird system glitches recently, like peripherals lagging after I get back from idle, and having to restart apps like skype when I get back from idle. What do you guys think?

Specs:

Intel Core i5 4690k
ASUS Strix GTX 970
MSI Z97S Sli Krait Edition
16gb Corsair Vengeance LP 1600mhz (2x8)
EVGA Supernova 750w G2
WD Blue 1tb
Kingston 120gb SSD

Everything is completely up to date, Chipset drivers, Bios, GPU Drivers, shouldn't be any issues there

No, but I've heard people tell me that it could be software related as well, I'll give that a try

True he may some bloatware that came with the motherboard drivers.

It does sound like a sofware issue. As far as motherboard drivers go... I once installed all the utilities that came with my motherboard and I experienced some lag myself... Now I only do the necessary motherboard drivers and leave out all the extra... no lag at all.

The psu is brand new, nothing looks out of the ordinary on the motherboard

Any brand new component can still be bad or weak, was just pointing out the Krait has been reported as having a variety of problems (and MSI doesn't have that good of QC anyway), and the PSU may not be putting out full power continuously. PSU is fairly easy to test by simply using another or borrowing one. Mobo is a bit harder to diagnose

I've been having this issue before I got my new psu about two weeks ago, the only thing I've tried on my mobo is switching the pci-e slot, which did nothing.

I have a quick question for you. When your system lags... have you ever checked to see what your CPU Usage was? If so, which program had the highest usage? There's a good chance that will tell you exactly which program is causing the lag.

Well, do you think replacing the RAM is a senseable thing since its the only part I haven't replaced in the last 3 months? My old parts which were an 8350, a 290x and an Asrock Fatal1ty 990fx killer, had the exact same issues.
