Probably.
An RTX 3070 might not be.

Yes, if you not planning to upgrade to higher resolution gaming (1440p WQHD or 4K) anytime soon, this is a wasted money, since you will not able to see any of the benefit. There might even situations where your processor might bottleneck the the RTX 3080.

For 1080p and 60hz monitor I would actually wait for the RTX 3060ti or 3060. Even the 3070 would be overkill since it is clearly targeted for 1440p.

Absolutely. That would be a complete waste of money. A GTX 1660 or 1660 Super would be more than enough for 1920x1080@60Hz
