Question Is RX 580 with an i5 6400 okay?

I wasnt satisfied of my old 1050 ti so i decided to buy a new rx 580, i installed it on my mb and installed the drivers
i open ghost recon wildlands to test it, and i notice that my fps didnt change at all, if i set everything to low for example, i get 60 fps, but if set it on ultra i get 20 fps max.
i tried also gta 5 at very high and i get 30 fps max.
i think thats not normal, but i dont know how to fix this, so im asking you guys if you can help me, i would really appreciate it

I have an msi rx 580 armor 8gb oc, temp is always fine, doesnt get higher than 60° but cpu usage is 100% with every game, while gpu usage rarely gets a 90%
I have a Cooler master 600w
