[SOLVED] Is Screen Tearing a necessary problem If I use a 60hz Monitor with a GPU that can get 60+ FPS?

I've seen a lot of guys using 60hz monitors with Powerful GPUS, again Is Screen tearing a necessary issue If I don't turn on V-Sync?
 
Solution
There will be tearing without vsync, but why wouldnt you enable it.

If your monitor is only 60hz, you will see little to no benefit having a framerate over 60.

Also, a CPU determines framerate too.

The engine the game is built on seems to be a big factor with V-sync. For example, RDR2 doesn't have a lot of screen tearing with V-sync disabled, but on the other hand, any Ubisoft game ever, the V-sync is atrocious. Ubisoft is so bad that I've actually had screen tearing in Black Flag WITH V-sync turned on. I believe your monitor is also a factor.
