Is Skyrim Special Edition CPU intensive?

The reason I am asking is because for the time being, my new build is not able to be completed (sent motherboard back to Newegg as it may have been the cause of my troubleshooting). I am left with the other components lying around.

I wanted to use my GTX 1060 6GB on my old PC. It has an AMD Phenom II X4 960T at 3.0 GHz. I know it will be insane bottlenecking on CPU intense games. For the time being, I wanted to play some Skyrim SE, and was wondering if I could get away with 1080p 60FPS on Ultra or High with the bottleneck?

Also, it has an old motherboard, so would a PCI 3.0 GPU be compatible with a PCI 2.0 slot? Would that also bottleneck the card or what would the deal be?

I really just don't want to wait another week for the replacement motherboard to come in. It's been almost a month with these parts here.

I'll throw this out there. I had crazy long loading times with the original Skyrim, that pretty much disappeared after I picked up a Solid State Drive. You might want to look into one of those as an upgrade around Black Friday.

Yeah exactly. Skyrim uses like 1 or 2 cores even in se and his cpu has like 0 single thread. Amd cpus are terrible with skyrim.
