It seems hardware feature to me but I just have seen many people demanding slowmo for asus zenfone max pro m1 on asus forum. Can slowmo be added to any modern mobiles camera?

It's a combination. When you hear 960FPS, you will need a camera sensor that is capable of recording that many frames.
