Is something wrong with my CPU?

I ran CPU-z and saw that my Core Speed is around 800mhz.Then I tried to run a game to see if it would change but it stayed the same.I also get strutter in games or random freezings but that may be because of the ram?
For example I get about 20fps on low-normal settings in AC4, or I barely get 10 fps in dolphin emulator.

The 640 is pretty bad for gaming. You also have an older quad core in your PC. Theres nothing wrong with it, its just old and not as powerful as newer more efficient CPUs. And you have 2gb of RAM. Not sure what you really expected out of this PC, upgrade if you want to play games better.

Are you sure that your CPU cooler/ thermal paste is on properly - check your temps, as your CPU may be overheating and thermal throttling

Image is too small? Also going to need more info like gameplay resolution. Is this a newly built PC? Or was working fine and is suddenly giving you problems?
