Question Is something wrong with my graphics card?

Launched siege yesterday, 30 frames max???? Ussually ~100 frames. Strange.... replug GPU into motherboard, fixed, 100 frames again. Launch siege today (just after turning on pc like ussual. Same issue. I also cleaned out graphics card with compressed air. What is wrong with it? I did a user benchmark it said greatly under performing when compared to when no issue. Fans are working btw.

500W NZXT psu
RX590 8GB
500GB WD SSD
2TB Seagate Barracuda HDD

i am also slightly overclocking the gpu, its not old either maybe 3 months tops
