Hi, is this is a fairly good system for recording 720p 20fps video and editing in Vegas Pro 14,

GTX 1060 4GB
Intel CPU with 4 cores stock fan 3.6Ghz (no overclock)
16GB DDR3 ram dual channel
800W PSU

Your 1060 can record at up to 4k/60 without breaking a sweat, so can any haswell integrated iGPU, if you connect the mobo to a monitor the iGPU will be recognized automatically.
Using OBS that would be nvenc and qsv in the encoding settings.

Do you have the exact model of the CPU? a 4 core 5 years ago is different than a 4 core today, even if they are the same frequency.
