Question Is that Color Banding?!

Hello everyone,
I'm new to this forum, I hope that's the right location to talk about my issue
I'm using my PC with a Samsung Q9FN 55 inches, as monitor
My specs : I7 9700k@5Ghz, ASUS Maximus Xl Hero, 32 GB DDR4, GTX 1080 Ti, SSD's, HDD 's, joystick, throttle.....
Before I purchased the Q9FN, about 3 weeks ago, I used a Samsung KS8000 ( 7500, EU version )
I'm playing 95 % flight simulators, especially X-Plane 11
The issue with the KS7500 started 6 weeks ago
Maybe it was always there and I didn't notice, but that's hard to believe
Color banding...
I tried to replace the HDMI cable, replaced my GTX 1080 Ti with GTX 980ti
Didn't help
I installed Windows 10 x64, fresh install, X-Plane 11 as well, no go
I thought, that's the Samsung Ks7500
I bought the Q9FN. Same story
As I said, I tried everything possible I know
Nvidia control panel settings, 4:4:4, 4:2:2, 4:2:0, HDR on or off, in game, on the TV menu, Windows HDR, etc
Nothing helped
On the TV menu I tried with HDMI 1 PC, HDMI 1 Game console
I can't fix it.
Do you have any idea what else I could try ?
Should the nVidia software ( no dithering ) be the problem?
I could buy another GPU, or I could ask Samsung for a replacement, but I'm not sure where the problem comes from.

I'm just out of ideas, don't know what else I could try
BIOS is updated, I tried without CPU overclock, as well...

LE : If it's the TV panel with problems, you shouldn't see the color banding, right?
It's a printscreen not a photo

Where exactly do I have to watch ?
As I said ( the title ) I'm not sure if it's color banding but I can see some magenta - green - pink ( whatever color it is ) when I play - different flight simulators. Through the clouds. They look like they are dirty - redish...
I started years ago, and I couldn't see this in any flight sim. Never.
Could maybe the GPU have some shaders issues, and still working ?
I can see it, for example, on Steam ( application )
Even this 4k wallpaper. When I zoom in on some part of the clouds, I see it

I looked again at this website
I can definitely see the banding, especially on the first two images, up.
What could be the culprit?
Nvidia software ? TV panel? RAM / motherboard / PSU?
 
Lagom explains what banding is and shows worst case examples. You'd need to read the whole page. Are you on rgb full? Even that should just mute colors not cause that. It's color compression but that doesn't make sense because it would be post processing. You've also got conflicting info because I can see it in one image but not the other. You could rule out software issues with a clean install of windows but I'd suggest that last unless you have an extra hdd.

I'll try to delete / format every ssd, hdd, and I try again with a Windows 10 fresh install
If the issue is still present, than I'll sale my GTX 1080 ti, and buy the AMD Radeon 7
LE : yes, RGB full
I tried all the options, but same result
Either my GPU is damaged, or the nVidia software is the culprit

Hey have you tried it with the amd gpu?
I have the same issue and I'm pretty sure it's Nvidias fault due to the lack of the dithering in driver settings.
I would appreciate if u told us if the image is better with amd cards

what is your response time set at if you can even change it. If its set to fastest change it to fast or to normal. if you were seeing a red outline or whatever around the clouds thats similar to what was happening to me when i had my response time set to fastest.

was just a suggestion worked for me i also have color banding on my monitor as well I think its just my panel. The same could probably be said for you with everything you have tried i dont see what else it could be.
 
Response times affect ghosting and what was explained is inverse ghosting when overdrive is set too fast. Banding happens all the time which is why it can be seen on static images. The problem with screenshots/images is we have different monitors and it won't show if my monitor is better or if I don't have the issue. I do have a 1060 and I don't have the issue so I don't think it's a dithering issue especially as I can check with a cheapo 6 bit+frc panel.
