hi i have a i3 6100 asus hd 7870 1tb hdd and 4gb ddr4
fps stays +60 in every game but it stutters and memory usage goes to 99-100%

it happens in everygame that requires 8gb ram recommended

is the ram the reason?

Yes your ram is the reason. Windows has to offload some of it to to virtual ram. This is on your hdd and it's extremelly slow so whenever the game has to acces something thats in the virtuall ram it stutters.

There is a reason those games recommend 8gb of ram 4gb hasn't been enough since 2012.

ye i will add another 4gb stick but its so expenisve here cuz of minning ethereum it was 40$ for 8gb now it is 50$ for 4gb

Not that it matters but the RAM price increase is due to not being able to supply enough. It's not mining, that was gpu's only. They cannot manufacture enough, with so many devices and SSD's now on the market needing more and more they just cannot keep up with demand.
