Question Is the advertised speed the cap or out of box speed?

This might be a redundant question but i was just wondering for an example if i bought a set of ram advertised at 3200mhz is that the most i would be able to overclock? Or is that just a suggested speed or out of the box speed? I've been having trouble even hitting the 3000mhz mark so this came to mind.

need to turn on docp/xmp profile in bios
3200 is the tested max speed. but you can try oc it more
