Hyper-Threading is an Intel technology. It's 8-Cores but because 2-Cores have to share resources with another 2/1 + 2/1 + 2/1 + 2/1 lots of websites and programs places a 8350 as a 4 core - 8 module or something like that.

Just replace cores with modules and logical with physical and you are correct, windows is wrong.

Cores on each module share some resources including the L1 instruction cache, instruction decoding, instruction dispatch, and the FPU. This falls short of the technical definition of SMT, but it does have some of its characteristics.
