Question Is the arctic cooler xstreme better then fx 8350 stock cooler?

I want to buy a cheap and good cpu cooler for my fx8350 because after i upgraded my psu its really noisy

Arctic Coolers are generally garbage. Look at a Cooler Master Hyper 212 to save money. Used is fine. As long as it has the AM3 bracket and thermal paste.

1. Which stock cooler? The older FX came with a poj stock cooler that was extremely loud and yet barely kept the 125w FX in check. The newer released FX comes with a Wraith cooler that's a serious step in the right direction, almost as good as the mediocre hyper212 series.

2. The Arctic Extreme is not a bad cooler, it's equitable to the hyper212, it just has a few flaws. The center mount fan is custom, proprietary, can't be swapped out for a different fan, even though it's 120mm. Because of all the badging, it's also pointless to try and add an external mounted fan. The fan itself is a slow speed fan, 1300rpm, that's not very strong in sp or cfm. So while the Extreme does mediocre ok cooling, the only reason to say it's Extreme is its volume, it's next to silent. If the fan could be upgraded for something stronger, like a Noctua NF-F12, it'd be a great budget cooler, but as it stands, if that fan fails, the whole thing is shot.

There are better choices than a $30 (after rebate) hyper212 evo

Not to knock your post. Having to get a Noctua NF-F12 and everything else you mentioned pinpoints why it is a bad choice for a budget cooler. For the cost of that fan and the Arctic. The Op could buy a much better unit. Such as the Thermalright Macho Direct or Scythe Mugen 5 Rev B. Which come close to riveling big guns such as the Noctua NH-D15.
