So I am going to build a new PC for my friend. Who just wants to have a faster computing experience. He is a re gular user, like browsing Internet, watching movies, listening songs etc etc. He is not even a gamer.

I want to give him this :

Intel PDC G4400 3.30Ghz

H110 DDR4 Supported Mother board ( Gigabyte )

Gskill Ripjaws V 4 ( Two slot, total 8 gb ) GB RAM ( 2400 BUS )

1 TB HDD

and a local 500w psu from Antech or ValueTop bla bla. No Gpu.

is that build ok?

Other question is , will h110 support 2400Mhz ram?

That mobo only supports DDR4 2133. The build will work in pretty much any case, since you're not worried about GPU. A DDR4 mobo seems like overkill for a Pentium dual core, but it will work.

I included a PSU from the PSU Tier List, I don't recommend a PSU below Tier 2.

You could consider adding a 120-128gb SSD as a boot drive. Entirely optional.

An SSD is a must. Period.
h110 chipsets only support 2133Mhz RAM. A 4 slot MB is better in order to be able to upgrade to 16 gis of ram by adding another 8.
This is the cheapest PSU i would recommewnd regardless of whether gaming or not.
Also, if possible, i would go for an i3 6100.

Sounds like a good build to me, enough RAM (fast enough, too), CPU looks good, PSU is fine (just make sure you purchase a reputable brand), and he can always add in a GPU if needed. No, the H110 will only support 2133 Mhz RAM (source: official Asus website). Any reason you went with a DDR4 motherboard?
 
If the price of the i3 6100 is too much, this is also worth taking a good look at if your friend does not intend to use this platform for gaming. It will be bettar at multitasking:

Also you can save money by buying a 1x8gb ram instead of 2x4gb. Buying 2400mhz is ok. The ram will automatically run at 2133. Get the brand which is cheaper, all comes with lifetime warranty.
I would recommend to get a B150 motherboard if you can, similar price to a H110 board, but has more connectivity option.
Get a quality power supply. Even a 350w can run that system seasonic 350w - https://pcpartpicker.com/part/seasonic-power-supply-ssp350st .

Also shout out to an ssd. If you can, adding an SSD will improve computing experience overall.
