Is the Cooler Master Masterwatt 550w a good psu?

Hey,
I'm looking for a good psu in my first build. I was thinking about the Cooler Master Masterwatt 550w because of it's wattage and it's price. I would like to have my pc on my desk so the psu needs to be quiet.
So, is this a good psu and otherwise are there any recommendations about a quiet, €50 to €65 psu with black cables?

(p.s. I was first thinking about the CX450M but read a lot of negative reviews that after a couple months it started making rattling sounds so that's why I'm looking for a different one)

I would not go with the Cooler Master Masterwatt. The Seasonic S12II is a decent budget PSU and Newegg has a pretty good rebate on it right now.
