Is the Core 2 Quad Q9650 still good for gaming?

It should have enough performance to run 720p with the GTX 750 ti. I would not invest in a more substantial video card however due to the bottlenecking issues.

Depending on the game, the Core 2 may be hopeless due to having only about half the IPC of modern Intel CPUs.

I am actually running at 768p. What if I wait for 2017 and then get an AMD Zen APU. It is rumoured to come with 2GB HBM memory. DX12 allows Crossfire/SLI with Nvidia GPU and AMD GPU. What should I do? Save money or buy now?

If your limiting yourself to a mid-tier GPU like a 750Ti, you may as well hold out for a total system rebuild. Honestly not sure which component would bottleneck first.

I jus don't have that much money mate. I would love to get a new CPU but not enough money. But, honestly why do you have your 2600k at 1.6 GHz?
