Is this cpu socket damaged? Two ram slots are not working. New MSI z370 gaming plus.

There are two or more bent pins, so if those pins are connected to the memory controller it could be the cause of RAM not working.
Try fixing them carefully, with a toothpick or a plastic pick tool.
RMA is usually denied since they consider that a user damage, but you could try.
 
Hard to say. The angels from Your photo is skewed, menaning that the rows and colums are not correctly presented, and therefore it is nearly impossible to judge.

However, what is going on here?

To fix this potential bent pins; You will need a ESD-wrist strap, a magnyfiyng glass, good ligtht, a steady hand and a a pair of fine tweezers.

With this tool You can most carefully bend the awkward pins back in position, but be gently or they will break.

Forget all about plastic pins or tooth picks etc.
Best advice go back to the store and listen if they can help You do a RMA.
