is the cx430m enough for gtx 960?

It should be fine. I have more power hungry components than you one the same wattage power supply and it runs fine. It wont leave much growing room though.

It looks good. However, the power supply is semi-modular meaning only some of the cables can be taken off as opposed to a fully modular where all of the cables can be removed.

another one I looked at the evga 500w 80+b, that's around the same price. I don't know a lot about which brands are better than others. this will be my first build

the only ones attached are 24 pin and supplemental cpu power, which I have to use anyway.

If you don't know brands, Seasonic's and XFX are the best as they are all quality so you don't have to worry about the model
