Is the Dell Vostro 420 capable of overclocking a Intel Core2 Quad Q9650?

I do not have much knowledge of how it works, but I just want to know if its possible... Would I need to buy a fan? would it even allow me in the first place? I hope I got my question across Thanks for reading.

The Dell is not going to allow you to OC the CPU. Sorry.

OEMs lock these features out to prevent users from making the system unstable.
