What symsus said, it's the same as installing any card. The Precision OC tool is a piece of software that runs in windows. You don't have to use it at all, just install the card and the drivers and have fun!

If you do want to overclock further, the Precision tool lets you change the voltage and the clocks while in windows, and also lets you save profiles. This lets you have a "gaming" profile where you have the card maxed out, and then a "default" profile for when you're just doing regular stuff on your system.

Yes.
Graphics card vendors are wise to overclocking.
They bin their chips and select the best ones for their factory overclocked(AKA superclock) versions.
That gets them a bit more revenue.
I think you get fair value from the factory overclocked versions; the price premium is usually modest.

Where I don't think you get great value is from the aftermarket coolers.
