Is the Fan System set to max speed???

Is the Fan System set to max speed like the others that are plugged in the PSU? And if not then how to change the speed I have Gigabyte H87 HD3.Also I have enable XMP in bios and on one line says 1333mhz and on the other when I change it to XMP it says 1600mhz(like it needs to be) is that 1333mhz line activate or not?
