Is the follow PC build ok?

get
MSI PC PRO motherboard instead and buy at least i5
Corsair Vengeance or Kingston HyperX fury for RAM
Corsair RMx PSU
Windows 10 pro from Allkeyshop (you can get it for like 15$)
Samsung 860 pro instead of Mx300 or atleast try to get Mx500
Nzxt s340 VR is updated and better option

Wow such bad build, wasting your budget.
Too much to comment
I3 is useless nowadays, get ryzen , much more cores with overclocking
Mobo, that the highest end chip, you dont need that.
Ram use 2 ram stick instead of one , dual channel
Mx300 is old , get something newer
Tplink lan only support n , no ac wifi, and also a budget brand
Display cards are too overpriced, though 1060 is good one for 1080p

Powering a 1070ti with a cx 550? Would be OK as long as no oc is involved. I know it's a B360 but if op upgrades?

And I don't get this : why do you suggest a gpu which is capable of powering a 2k 144hz display with a cpu for 75hz display? It would be a-OK if it's 8600k and 1070ti pairing.

No ssd and a poor case to house these components.

? an i5 8400 can EASILY keep up

a case doesnt need to be "fancy" to function, and it doesnt affect fps at all unless you buy one with crap airflow
perfect way to save a bit

ssd adds no fps, add one dow nthe line you should NEVER shave the cat on the gpu or cpu to get one

550w is PLENTY

Don't know if how you say the 8400 can keep up easily when it gives 90-110 fps in the latest AAA titles, less than 90 in cpu intensive titles.

While I accept that a case doesn't need to be fancy, that tessaract case is mediocre at best in cable management and if you want rgb or better looks, it will begin lacking. So is upgrading to a proper aio or high end tower cooler.

While the cx 550 is able to powered the 1070ti, like I said above, the locked B360 is really not a good choice. (if going locked, the 8700 makes good sense than the 8400) and if upgraded to a z370 and overclocked, the cx 550 is a poor choice.

The cx550 is fine for overclocking. Even a 450w psu would be okay without overclocked.

Neither does the PSU, motherboard, case. Does that mean we should cheap on them, since they don’t impact the FPS in games? OP hasn’t even stated if they to play games...
SSDs in my experience greatly improve the workflow of a desktop: improves boot times and system responsiveness
