I am looking to get a PC with a GeForce GTX 650 Ti BOOST.

Computer would have to play new games and future games on high settings wile i am recording

the specs of the computer would be
intel 3rd gen i5 water cooled
8gb 1333mghz ram
750 powersupply
75000 rpm hard drive x 2
 
You can run a GTX650Ti Boost on a good 400W-450W PSU.
Do you mean 7200RPM hard drives? That is the standard...
Being able to record while you play is more a function of the CPU. Check some benchmarks to see if it's worth getting an i7; there won't be much difference in games alone, but the extra / hyperthreaded cores may help when simultaneously recording.
