Is the GIGABYTE GA-Z170M-D3H suffient for overclocking GPU and CPU?

The Z170 Series are some of the best Motherboards, especially when it comes to overclocking. Looking on their website, it says that it allows overclocking: http://www.gigabyte.com/products/product-page.aspx?pid=5489#ov

So there are no issues when it comes to that, so no need to worry.

Also if you are using the stock cooler(s)? If you are then you really shouldn't OC you could cause some overheating/deterioartion over time which is not a good idea.
