Is the Graphics Card at fault?

Hello tomshardware users!

So i've been doing a lot of research on this issue and its really starting to piss me off.
So i've been having a re-occuring issue where my PC now and again randomly powers off and won't power on again until i take the power cable out and leave it out for a good 30 seconds, then it will power on again when i press the button.

So i've been monitoring this issue to try and catch it out and get the best idea on what it is.
I've checked my core temp.... When gaming its at 50-60 degrees. And doesn't spike up at all. So i don't think its an overheating on the CPU. I've just been monitoring my GPU now and it's pretty much always at 90-100% GPU Usage/load.... So is that possibly the issue do you think?

Although..... Saying that my RAM is constantly at 50% (i have 8gb).

Heres some of my specs.

Intel i7 950 3.07 GHz
Gigabyte X58A-OC
8gb DDR3 Ram
AMD Radeon HD 7850
2x 2TB Harddrives
1x 120gb SSD

So do i need to upgrade my GPU or my RAM do you think? Or if you think its something else, please tell me. Thanks!

Ahhh ah heck, i forgot to tell this was happening before and still after i got a new PSU.

My original PSU was a 450 (stupid me, dunno how i got one that low) and upgraded it to a 700 a month or two ago.

Sorry, like i said to the other guy, i got a new PSU because i thought this was the issue as i had a 450 PSU before and upgraded to a 700, no unusual noise, just the fan making a quiet but noticeable noise.
