Is the graphics card the problem?

hey there guys,

so for a couple days i had my pc which was running win8.1 at the time kinda glitch out and either freeze or just stop displaying anything entirely and sometimes a rather weird command window popup and go away almost instantly

well i thought i might have some malware so i went and installed win10, after 1 day it finally accepted my new ssd, and i could go on about starting to install everything again

just 1 thing was weird to me, everytime i plugged in my second monitor into the graphics card both monitors would just go black and not display anything at all (the monitors would also show they got no input)
i had to press the power button until the pc turned down and unplug the second cable, then itd work again

a couple hours later i would try it again, now it wouldnt display anything at all anymore, no matter if i would plug it into either monitor, also no matter if i used a dvi or hmdi cable and no matter what pcie slot it used

so i went and plugged my pc into my tv and still nothing, so i decided to take out the graphics card and try with onboard graphics and it suddenly worked, but as soon as i plug the hdmi cable into my card it would display anything at all, but i can hear the rest of the pc running normally

this morning i took out an old nvidia gpu (gtx460 ^^) from another pc at home and put it into the pc, but it would also not display anything at all when plugged in

i initially had the graphics card as suspect, but since the nvidia one doesnt work either im thinking of an error with the motherboard, as in an issue with the pcie slots

tried almost anything i found on google, as far as it would work, since i cant get into windows when the graphics card is installed

as for my specs they are
Cpu: i7 4770k (has been at 4.3ghz but reset it to eliminate any errors from it)
gpu: amd r9 290 (the founders edition, do you even call the amd ones like that?)
mobo: asrock z97 extreme4
psu: bequiet straight power 10 600w
ram: some samsung ddr3 1866 one (came with the pc i had before)

as for the gpu, cpu and ram those are 3.5years old now so i suspected it might be and issue with those
as for psu and mobo those are just about 6months old now and were brand new

id be more than happy to know if it really is an error with the amd graphics card or anything else

unfortunately i have no other psu and i doubt it is the problem since the graphics cards fan will still spin, sometimes when it was plugged in, it would spin as if i had the fan speed at 100% and sometimes it would just spin normally

and for the link, as i already said, half of the stuff is not possible for me, since its not displaying anything at all, so booting in safe mode isnt exactly possible

yeah also had that in mind, since i just installed windows 10 yesterday i still have the usb stick i installed it from, but initially i had all the newest drivers installed
and when trying to boot from the usb stick while the monitor was connected to the amd card it wouldnt show anything aswell, but the graphics card was recognized in the uefi

and plugging in my tv to the nvidia card didnt work (might be because of the tv being 4k), but i hooked it up to a monitor via dvi and at least its running now
