Is the GTX 1070 still too slow to run 4k resolution gaming @ 30hz?

I only play with vsync on because I can't stand tearing. My assumption is that the system will try and keep the frames around 30fps. Display is capable of 60hz but not with 10 bit color and HDR enabled (hdmi bandwidth limitations) so I run it at 30hz.

I hoped the GTX 1070 would be able to eek out 30fps at 4k but that doesn't seem to be working out. Ultra settings are enabled, supersampling is not used. I get studder and less than 30fps in several AAA titles, ryse son of rome, COD infinite warfare, etc. That being said I can bump the resolution down to 1440p and get good results. I can even run 1.5x1.5 supersample and get 30fps. Put it on 4k though no supersample and the thing pukes.

Since I get good results at 1440p my first instinct is a graphics card bottleneck. However, I'm running a 4690s cpu and according to the ultimate bottlenecking guide found on this site that CPU bottlenecks a 1070. To what degree I don't know...

But I'm only trying to get 30fps here. I would think if I got a gtx 1080 it would bottleneck the 4690s even more would it not? Would upgrading to an I7-4790k cpu be a better solution to try first to see if that will unleash the full potential of the 1070? I can afford to replace the CPU or GPU, but not both at the same time. Again only trying to get 30fps out of the rig since the monitor isn't going to care beyond that. Maybe there's something else I can tune on the rig to eek out some more fps? What are the thoughts of the experts here?

I believe cam shows cpu /GPU/ram usage & temps in anoverlay ingame ( or via android mobile if you install the app from the play store)
Its basic but will give you an idea .

MSI afterburner with rivatuner is a lot more thorough but requires a fair bit of setting up
I reasoned a 1070 would be able to get 30fps in any game too which is why I'm scratching my head why my rig is having such a fit with it. Battlefield 1 is the worst with it. I disabled anti-aliasing and it didn't seem to matter. MEH. Is there app that will run on top of the game that shows gpu/cpu usage in real time? I haven't delved too deep into the software side of things.
