Is the HP Pavillion 27xi a decent display?

I'd like to buy a display immediately. My primary need for this 27" monitor is simply to be able to view huge pdf files (orchestral music scores) or my own large scores in a music notation software. As such, I want the cheapest, most reliable display. With this in mind, is the HP Pavillion 27xi a decent choice? I would be interested in even larger monitors, if a reliable and cheap one is out there, but the price seems to go up considerably after 27".

Also, I have a question which has no bearing on my final purchasing decision. If I were to play a game (ex: Bioshock Infinite) on my laptop, but had it connected to the 27" external, and was playing the game solely on that display with the laptop display inactive, would I suffer much loss in FPS? Thank you.

You might be saying to yourself: "Well that's 23 inches". Well the size of your monitor has nothing to do with how much information you'll be able to view on it. What matters is resolution. Both the monitor I listed and the monitor you listed are 1920x1080. So basically if you opened up a PDF file on either of them, that PDF file would look the exact same on both monitors. If on the 27" 1920x1080 monitor, one page of a PDF file could be viewed in its entirety at 100% zoom, then that same page could be viewed in its entirety at 100% zoom on the 23" monitor. The physical size of the monitor means nothing beyond the viewing experience from afar (assuming the size of the display isn't ridiculously small). So yes, you'll get the same effect by buying the monitor I recommended.

To answer your other question, yes, it'll have a major impact on your in-game frame rate assuming your laptop's resolution is less than 1920x1080 (and in all likeliness, it's probably more like 1366x768, but you may want to list your laptop model to confirm that). Playing at a resolution of 1920x1080 is very demanding on most any laptop because it means that your hardware has to render a much more detailed image, and that means it'll take longer to actually render the frame, so you can experience a pretty major decrease in fps (assuming you were playing at the monitor's full 1920x1080 resolution).
