Overclocking only usually get you the odd few frames. Overclocking is more for speed, multitasking and to give that little bit more of punch when rendering
(in my experience) it also overclocks like an absolute beast, running 50 celsius with a hyper 212 evo in aida64 stress test at 1.310 v 4.7ghz. It's an awesome processor for gaming too i get really good performance even at stock clocks. I'd say it's worth getting a skylake due to the insane overclocking potential and arctic temps.

It depends on the game, if your running a really CPU intensive game like the witcher 3 for example: you can see a sizable increase in frames 5-10 sometimes even 15-20(but this number can vary wildly based on GPU and graphics settings) But if your running a non-intensive game on the CPU you wont see much if any increase in performance.
