It depends on what your expectations are. In new AAA games such as Battlefield and GTA V, you're not going to get 60fps and would need a more expensive CPU. However, if you're only looking for 40-50fps it's probably fine.
I personally would not buy an older generation discontinued CPU unless I got a screaming deal on it.

LGA1151 doesn't support DDR3, only DDR3L and DDR4. DDR4 at this point is priced similarly to DDR3 and over time will become cheaper as DDR3 supply continues to drop off and dry up.
Considering 1150 is discontinued and 3 years old now, I would suggest you consider throwing your RAM up on eBay and moving to DDR4 if changing motherboards - it probably won't cost you anything overall. Skylake is more power efficient, faster per clock, and priced similarly at the same clockspeeds as Haswell CPUs.

If you already have an overclockable lga1150 motherboard, then a I5-4690K is about as good as it gets.
If you are buying used, then lga1150 may well be a good value.
If you are buying new, then you will get more for the same money with the newer gen lga1151.
