Is the ipod touch 4 able to run ios 7?

Is the ipod touch 4 able to run ios 7? And if it can run it ok, how do I install it on my ipod touch 4th Gen? Don't say to get an ipod touch 5 or something. I don't care how bad it will run (if it can run), I want to do it anyway. (ipod is jailbroken)

No, I don't expect it to run at all. Certain hardware limitations won't let it install.
